What that means on your return

Oman has announced a personal income tax on high earners, with a commencement date after tax year 2026. If it takes effect as announced it would, for the first time, give some Americans here a foreign tax to credit — which would make the exclusion-versus-credit decision a live one rather than a formality. [TBD — verify the commencement date and rate before relying on this.]

Until then the position is the standard Gulf one: nothing to credit, so the exclusion, the housing exclusion and your qualifying twelve months decide the whole number.

Rotational and project-based contracts are common in Omani energy and construction work. Days in the United States count against the 330-day physical presence test whatever their purpose, so the qualifying period is chosen from your travel record rather than assumed.

Is Oman introducing personal income tax?

A personal income tax on high earners has been announced, to commence after tax year 2026. Treat the date and the rate as unconfirmed here until I have verified them — and if it does take effect, the exclusion-versus-credit comparison becomes worth running properly.

Does a rotational contract keep me qualified?

Only if your days add up. The 330-day test counts every day physically present in the United States against you, so a rotation with home leave needs its twelve-month window chosen deliberately.

Do I owe US tax if Oman taxes nothing?

You file, and often you owe nothing. The Foreign Earned Income Exclusion covers $130,000 of earned income for tax year 2025, and the foreign housing exclusion can cover more. Above that, US tax applies with no foreign tax credit available.

When is my return due?

15 June, under the automatic extension for filers living abroad. Form 4868 moves it to 15 October, and I file the extension free.

Do I have to file an FBAR for my Omani bank account?

If your foreign accounts together passed $10,000 at any point in the year, yes. You can file it free through FinCEN's own system. The non-willful penalty for not filing is $16,536.

I have not filed for several years. What now?

The Streamlined Foreign Offshore Procedures: three returns, six FBARs and Form 14653 certifying non-willfulness. Penalties are waived. Note that the IRS terminated the separate Delinquent FBAR Submission Procedures around 1 July 2026.
