Qatar has no US tax treaty, no totalization agreement, and no tax on your pay.

Americans in Qatar pay no Qatari income tax on employment income, so the Foreign Earned Income Exclusion — $130,000 for tax year 2025 — and the foreign housing exclusion carry the return. Above them there is no foreign tax credit to fall back on.

What that means on your return

Doha packages routinely include housing, school fees and a flight allowance. Every one of those is compensation on the US return. School fees for your children are the item people are most surprised by, and they raise the amount the exclusion has to cover.

Rotational schedules are common in energy and aviation, and they are the fastest way to fail the 330-day physical presence test without noticing. Days in the United States count against you whatever the reason for them, so the qualifying twelve months has to be chosen from your actual travel record.

If the physical presence test is out of reach, the bona fide residence test may still be available — it turns on the nature and intent of your stay rather than a day count. That is a judgement call, and it is one of the things worth twenty minutes on a call.

Questions I get about Qatar

Are my housing and school-fee allowances income?

Yes, both are compensation and belong in foreign earned income. The housing element is also a qualified housing expense, so it feeds the foreign housing exclusion; school fees do not, which is why they raise the taxable total.

I work a rotation. Does that break the 330-day test?

It can. Every day physically present in the United States counts against the 330, including travel days. If the rotation puts you over, the bona fide residence test is the alternative to examine.

Do I owe US tax if Qatar taxes nothing?

You file, and often you owe nothing. The Foreign Earned Income Exclusion covers $130,000 of earned income for tax year 2025, and the foreign housing exclusion can cover more. Above that, US tax applies with no foreign tax credit available.

When is my return due?

15 June, under the automatic extension for filers living abroad. Form 4868 moves it to 15 October, and I file the extension free.

Do I have to file an FBAR for my Qatari bank account?

If your foreign accounts together passed $10,000 at any point in the year, yes. You can file it free through FinCEN's own system. The non-willful penalty for not filing is $16,536.

I have not filed for several years. What now?

The Streamlined Foreign Offshore Procedures: three returns, six FBARs and Form 14653 certifying non-willfulness. Penalties are waived. Note that the IRS terminated the separate Delinquent FBAR Submission Procedures around 1 July 2026.
